Archivist of the United States, Mr. Carlin is the head of the National Archives and Records Administration (NARA). As the nation's recordkeeper, NARA's mission is to ensure for the citizen and the public servant, for the President and the Congress and the Courts, ready to access to essential evidence. Follwing his appointment by President Clinton in 1995, Mr. Carlin launched a strategic directions initiative that clarified NARA's mission and values and developed a vision of theagency's role in the 21st century. Among the major achievements of this vision are ncreased resources for direct assistance to Federal agencies for records management, an integrated approach to addressing the challenges to electronic records, and a project to completely reengineer the records appraisal and scheduling process in the Federal givernment. Prior to join NARA, Mr. Carlin has a distinguished carrer in politics. In 1971 he was elected to the legislature of the State of Kansas, where he served as speaker of state's House of Representatives. From 1978 to 1987, he served as the Governor of Kansas and was elected Chairman of the National Governors Association in 1984 - 85. Following his political career, Mr. Carlin joined the faculty of Wicita State University, teaching graduate courses in public administration. He also served as CEO of Midwest Superconductivity and as partner in Clark Publishing Company in Topeka. In 1987, Mr. Carlin received an honorary Doctor of Law degree from his alma mater, Kansas State University.

Magistrate Judge Facciola was appointed a United States Magistrate Judge in August 1997. He received an A.B. in 1966 from the College of the Holy Cross and a J.D. in 1969 from the Georgetown University Law Center. Following law school, Magistrate Judge Facciola served as an Assistant District Attorney in Manhattan from 1969 to 1973, and was in private practice in the District of Columbia from 1974 to 1982. He joined the U.S. Attorney's Office in 1982 and served as Chief of the Special Proceedings section from 1989 until his appointment as Magistrate Judge. Magistrate Judge Facciola is an adjunct professor of law at Catholic University. He is a fellow of the American Bar Foundation and a member of the Board of Governors of the John Carroll Society.

Hon. James C. Francis IV has been a United States Magistrate Judge in the Southern District of New York since October 1985 and served as Chief Magistrate Judge from 1998 to 2000. He graduated summa cum laude from Yale College in 1974, where he was a member of Phi Beta Kappa. He received his juris doctor degree from the Yale Law School in 1978 and a masters degree in public policy from the John F. Kennedy School of Government at Harvard University in the same year.

Following graduation from law school, Judge Francis clerked for the Honorable Robert L. Carter in the Southern District of New York. He then joined the Civil Appeals and Law Reform Unit of the Legal Aid Society where he conducted impact litigation in the areas of housing and education and served as director of the Disability Rights Unit. He continued in this capacity until his appointment to the bench.

Judge Francis teaches in the Intensive Trial Advocacy Program at the Benjamin N. Cardozo Law School and in the ALI-ABA program on Civil Practice and Litigation. In addition to numerous judicial opinions, Judge Francis' publications include a law review article on voting rights, a chapter on pretrial management in Federal Civil Practice (G. Vairo, ed.), and several chapters of the most recent edition of Moore's Federal Practice. Judge Francis has served on the Legal Assistance and Federal Courts Committees of the Association of the Bar of the City of New York and the Federal Judiciary Committee of the New York State Bar Association.

In the field of electronic data and the law, Judge Francis is the author of Rowe Entertainment, Inc. v. William Morris Agency, 205 F.R.D. 421 (S.D.N.Y. 2002), a case involving procedures for electronic discovery and the allocation of costs. He participated in a colloquium concerning discovery of electronic data under the Federal Rules of Civil Procedure coordinated by the Civil Rules Advisory Committee of the Judicial Conference of the United States. Earlier this year, he gave the keynote address at a conference on the discovery of computerized information in New York City and provided training in electronic discovery issues to the New York State Attorney General's Office.

Hon. James M. Rosenbaum is Chief Judge of the United States District Court in St. Paul, Minnesota. He began his career in Chicago as a VISTA lawyer specializing in civil rights cases. The Judge was appointed U.S. Attorney in 1981, followed four years later by his appointment to the United States District Court.
